EU Taxonomy: Ensuring technology neutrality in transport

FinMobility has submitted its feedback to the EU Taxonomy public consultation, calling for a shift from a tailpipe-based approach to a technology-neutral life-cycle (Well-to-Wheel) assessment.

The current framework only recognises zero-emission vehicles, excluding EU-produced carbon-neutral fuels such as biogas regardless of their actual emissions performance. This risks misrepresenting real climate impacts and directing green finance towards less effective solutions in certain Member States.

A technology-neutral approach would allow all solutions to qualify based on their actual life-cycle emissions. This is particularly important for heavy-duty transport, where electrification is not yet fully scalable and immediate emission reductions are needed.

Recognising EU-produced carbon-neutral fuels would also strengthen energy security, support domestic value chains, and enable faster decarbonisation using existing fleets and infrastructure.

FinMobility therefore calls for the EU Taxonomy to better reflect real-world emissions, ensure consistency across transport modes, and provide clear, technology-neutral investment signals.
